Switch to fcitx5 for Simplified and Traditional Chinese desktop

Fcitx5 works for Wayland.

As stated in buster release note, fcitx doesn't work for wayland. GNOME users should switch to Xorg mode. Now we have fcitx5 in bullseye, it's better to switch to fcitx5.

Thanks @zhsj for actually carrying out this MP, the proposed changes to Simplified Chinese LGTM.

The Traditional Chinese part of the changeset also LGTM. I am glad that we made it before freeze.

But I didn't see that gnome-shell-extension-kimpanel is Recommended or Suggested. Is that in the dependency?

that's because we don't have a task for gnome.
