3166-2: FI code names use inconsistent language

Finland has two national languages: Finnish and Swedish. Therefore all regions in Finland have a Finnish name and a Swedish name, and are both listed in the ISO 3166-2 standard. The data/iso_3166-2.json file contains pretty much a random pick of Finnish and Swedish names without any consistency. That seems to be caused by the commit c03263f5 and should not be the case.

The Finnish and the Swedish Language Boards of the Research Institute for the Languages of Finland recommends (see for instance Toponymic_guidelines.pdf) that, excepting the exonyms, the Finnish forms of the names of Finnish provinces should be used in texts in foreign languages, the only exception being the province of Åland.

Therefore, the name of the region FI-01 in data/iso_3166-2.json should be Åland (in Swedish) and the names of the remaining regions FI-02..FI-19 should be in Finnish.
