move to newer, simpler dh-style build process, with explicitly
installed artifacts via debian/*.install and other dh helper files.

This should make it easier to maintain in the future, and should
include build hardening and other improvements automagically as the
toolchain improves.

 * fix lintian-overrides
 * use Vcs- fields which match the new source package name

 * use https
 * add myself to debian/copyright as author of files in debian/
 * identify as "classic" (compare with "modern" gnupg2)
 * correct information about source files

/usr/share/info/gnupg1.info.gz has been shipped with gnupg 1.4
packages for a while.  the .info file is the only file that is being
shipped in the same location after the transition to gnupg1.

In 2016 or later, anyone who is still trying to convert from GnuPG
1.0.6 or later has more important projects ahead of them than using
this conversion utility.

If they need the utility, they can fetch it from source.

At least for the duration of stretch, some armel platforms may need
this smaller package for its installer (instead of gpgv-udeb 2.1.x,
which depends on the larger libgcrypt20-udeb).
