Resolve Java 21 ftbfs - add Java 21 compatibility patch
This MR resolves 1057524.
Changes:
- explicitly add jar providing
ICompletionProposalto the classpath.
Testing:
- rebuild in sid chroot
- rebuild in default Java 21 sid chroot
- rebuilt jcabi-log and lombok-ast in Java 21 chroot against updated lombok
