add debian/gitlab-ci.yml on salsa

As mentioned in debian-remote-team/cups-x2go!1 (comment 125861)

It might be useful for the bot to add debian/gitlab-ci.yml files, where applicable (i.e. on salsa and where the project is configured appropriately).

Something similar existed in the past as part of the pipeline; why did it get removed?

One of the problems is that it requires the repository owner to manually set the CI config path first.
