This fixes debci-setup always setting up to the default testbed defined
in configuration files, regardless of what has been passed to
debci-setup

Instead of keeping a gazillion status files in the same directory, organize
them by year/month/day

Commit 643147aa removed the creation of the *.autopkgtest.log.gz symlinks
in the package status directories, and we missed updating the tests.

This avoids a ton of warnings under autopkgtest

autopkgtest 4.0 deprecated "adt-run" a year ago, let's finally move to
the current "autopkgtest" CLI.

Bump autopkgtest dependency accordingly.

There is something in the build environment that causes these random
failures. When run under autopkgtest, the tests seem to pass
consistently.
