Upstream's build system explicitly creates /var/run/drbd during install
(see upstream commit 6583b36b "Add WinDRBD support", and so it ends up
being shipped in the package against our policy. Make sure this doesn't
happen by removing the installed directory after dh_install runs.

 + Use dh_missing --fail-missing instead of dh_install --fail-missing
 + Remove d/compat and B-D on debhelper-compat (= 12)

The same as for the english one, there's no 8.4 to default to, so just
ship the DRBD9 version manually using dh_installman.

It was shipped in Jessie and Stretch, it's time for it to go.

Upstream now supports reproducible builds, so make use of that by
setting WANT_DRBD_REPRODUCIBLE_BUILD to 1 in d/rules.
