Include more firmware in binary packages

Assign new firmware files to binary packages and remove some exclusions:

  • misc-nonfree: Add Aeonsemi PHY firmware
  • misc-nonfree: Add more Airoha firmware
  • intel-misc: Add QAT 4xxx firmware
  • netronome: Include all firmware symlinks
  • misc-nonfree: Add more Lontium video converter firmware
  • misc-nonfree: Add Chips&Media Wave6 video codec firmware
  • misc-nonfree: Add Bosch BMI270 IMU firmware
  • misc-nonfree: Add Renesas R-Car Gen4 PCIe controller firmware
  • misc-nonfree: Add TI PCM6240 family audio ADC/DAC firmware

Also address some false positives from check_upstream.py:

  • d/c/defines.toml: Correct the comment on links_excluded
  • Add config field for files that check_upstream.py should ignore
  • d/copyright, d/c/defines.toml: Fully exclude obsolete Intel sound firmware

This leaves only some tas2873 symlinks (xxxx-x-0xx.bin and xxxx-x-x-0xx.bin) unpackaged.
