Include or exclude most unpackaged firmware
For (almost) all the unpackaged firmware, either include them in a
binary package or exclude them through debian/copyright
:
- d/copyright: Exclude more undistributable rsi_91x firmware
- d/copyright: Exclude undistributable ti-tas2563 and ti-tas2781 firmware
- d/copyright: Exclude undistributable crypto_safexcel firmware
- d/copyright: Exclude more AMD firmware packaged in amd64-microcode
- d/copyright: Exclude more mlxsw firmware
- d/copyright: Exclude ixp4xx firmware for no-longer-supported SoCs
- d/copyright: Exclude firmware for unreleased R-Car H3 ES1 SoC
- d/b/check_upstream.py: Treat .txt files as being source code
- d/b/check_upstream.py: Match another wording of permission to redistribute
- atheros: Add ath12k firmware
- cirrus: Add snd-soc-cs42l43 firmware
- intel-graphics: Add intel-ipu6-isys, mei-vsc-hw, and xe firmware
- misc-nonfree: Add air_en8811h firmware

This seems to leave just:
amlogic/bluetooth/w1u_bt_fw_uart.bin
amlogic/bluetooth/w2_bt_fw_uart.bin
tsse_firmware.bin
which I couldn't make a decision on.
