hooks/fsck: always include fsck binary

Dan Streetman requested to merge ddstreet/initramfs-tools:always_include_fsck into master

The fsck binary is needed even if the fstab passno field is 0, because if the root fs is corrupt the admin may need to manually run fsck from the initrd.
