Add support for specifying compression level

Rich Ercolani requested to merge rincebrain/initramfs-tools:compresslevel into master

Added a COMPRESSLEVEL parameter to initramfs.conf, a -l flag to mkinitramfs, and updated initramfs.conf.5 and mkinitramfs.8 to match.

Also ran through trying it with and without COMPRESSLEVEL specified for all compressors, all compressed with the arguments expected.
