Clarifications about usage of the test-patches script

Kevin Fleming requested to merge kpfleming/kernel-handbook:improve-test-patches-docs into debian/latest

  • The script automatically disables building debug information, so instructions in an earlier section can be skipped

  • DEBEMAIL or EMAIL environment variables, of the proper format, are required for the script to succeed

  • Document which versions of the kernel package are subject to the 'earlier versions' limitations
