Apply ubuntu specific patch

The delta Ubuntu is carrying for this package is minimal (i.e. -fcf-protection=none). Therefore, I'm proposing to integrate this patch as conditional, based on the dpkg-vendor.

I believe I fixed the issue upstream with https://git.kernel.org/pub/scm/libs/klibc/klibc.git/commit/?id=b068ef9740d586200c6507bd393095159ff324c9. Certainly, building with -fcf-protection=full seems to work now, but fails if I revert that commit.
