[arm64] enable CONFIG_QCOM_LMH, another SDM845-related option

Enable another option that fell through my filter. CONFIG_QCOM_LMH is required to get cpufreq working on SDM845 / SDM850 devices (e.g. Lenovo Yogo C630 or Qualcomm Robotics RB3).
