Fix perf build failure on many architectures

Ben Hutchings requested to merge benh/linux:update-6.11-rc5 into master

Cherry-pick upstream change "perf python: Fix the build on 32-bit arm by including missing "util/sample.h"".

This should also fix FTBFS on alpha, hppa, mips64el, and sparc64.
