[arm64] Enable CONFIG_SC_GCC/PINCTRL for 7280/7280/8180X/8280XP as builtin

Enable Qualcomm SC7180/SC7280/SC8180X/SC8280XP Global Clock Controller and PINCTRL as builtin for functional UART on Qualcomm based platforms.

Useful on normal boot and required with earlycon.
