buster: Raspberry Pi CM3 support

Hi,

I've just noticed what I submitted for inclusion in 4.19.37-6 didn't make it into the buster branch; I've therefore just verified that cherry-picking the relevant commits gives a satisfactory result. That is: using the raspi3.yaml vmdb2 recipe from https://salsa.debian.org/raspi-team/image-specs and tweaking it to install a patched linux-image-4.19.0-6-arm64-unsigned_4.19.67-2_arm64.deb (cross-built on amd64, with the rt featureset disabled for quicker results), and a patched raspi3-firmware_1.20190215-1+deb10u1_arm64.deb (see pu request #935386) results in a bootable image on my Raspberry Pi CM3.

It would be great to have support in the next upload.
