Revert "Enable UBSAN_BOUNDS and UBSAN_SHIFT"

This reverts commit 6cfadabf.

As pointed out by Peter Zijlstra, per GCC devs CONFIG_UBSAN is a feature suitable for production builds. So revert the changes again.
