[arm64] Enable configs for Qualcomm RB1 boards

Enable configuration options for Qualcomm RB1 boards: change QCOM_CLK_SMD_RPM, QCM_GCC_2290, QCOM_MPM, QCOM_APCS_IPC, PINCTRL_QCM2290, RPMSG_QCOM_GLINK_SMEM, QCOM_SMEM and QCOM_SMD_RPM as built-in (instead of modules) and enable CLK_QCM2290_GPUCC as module.
