linux-image: Bump Pre-Depends version on linux-base (>= 4.17~)
linux-base 4.17 added functionality to move the config as well to /boot in addition to the change to move vmlinuz to /boot in 4.16. Thus bump the Pre-Depends to at least 4.17.
