[alpha] Reenable CONFIG_COMPACTION

This was disabled in commit 6e2a36a6 ("[alpha] Disable CONFIG_COMPACTION to avoid memory corruption"). The memory corruption was fixed since then (in commit dd5712f3379c ("alpha: fix user-space corruption during memory compaction")), so COMPACTION can be reenabled.

COMPACTION defaults to y in upstream's Kconfig file, so dropping the refrence from config/alpha/config is enough to enable it.
