[arm64] Enable RESET_RASPBERRYPI and SENSORS_RASPBERRYPI_HWMON

CONFIG_RESET_RASPBERRYPI=m is not enough. CONFIG_RESET_RASPBERRYPI=y is needed to close #979187 #977694. I have little idea whether they should be enabled or not for armhf or armel, because I do not have an armhf or armel raspi hardware...
