[buster] [cloud-amd64] rtc: Enable several RTC drivers (Closes: #931341)

The cloud kernel has disabled several RTC related options, some of which turn out to be necessary in some cloud environments. See bug 931341 for background.

This change enables the CONFIG_RTC_DRV_CMOS driver, as well as the common userspace RTC interfaces.
