Add support for Perc 740P/840

Moritz Muehlenhoff requested to merge jmm/linux:perc-740 into stretch

These controllers are becoming popular in current revisions of Dell servers. I've tested it on a Dell PowerEdge R440 with the Perc H840 controller (which is identical to the Perc 740, but allows for more drives: https://www.dell.com/support/article/us/en/04/sln292279/list-of-poweredge-raid-controller-perc-types-for-dell-emc-systems)

There's a number of bug reports where people have also requested that controller to be supported in Stretch (890034 and duplicates)

I've also tested the built kernel on a system which was previously supported by the megaraid_sas driver (LSI MegaRAID SAS 2008 (Perc H310 Mini)) and that continues to work fine.
