Add Albanian (sq) language

Required actions:

• Add sq in the lists of locales (See !26 (closed) )
• Add sq configuration in the database. Set to default values:
  • number of reviewers: 3
  • minimum number of untranslated descriptions: 1
  • require registered reviewers: yes
• Add sq in the langs entry of the ddtss table
• Set Irdi Ismaili as language admin
