Inconsistent links to diffs

Inconsistent links to diffs on ddt.cgi?desc_id= pages. The requested description id is always listed first in these links, so sometimes the diffs show difference between the old and new descriptions, and sometimes vice versa.

Main inconvenience is that when you open active description, "patch" links show reverse diff, and to get normal diff, you have to open a page of another description or manually change "diff" parameters. Changing order of description ids for "ddt.cgi?desc_id=" to the same as for "ddt.cgi?desc_id=&getuntrans=" will solve this, and this should be enough.
