Add pt_AO language

Required actions:

• Add pt_AO in the lists of locales (See !17 (merged) )
• Add pt_AO configuration in the database. Set to default values:
  • number of reviewers: 3 -> changed to 1 per Fred's request
  • minimum number of untranslated descriptions: 1
  • require registered reviewers: yes
• Add pt_AO in the langs entry of the ddtss table
• Set Fred as language admin
• Set another admin from the new pt_AO team
