Exclude d-i packages (udeb packages) from l10n material

Changes to crontab: Switch crontab to scripts within git repo, see 9ccfc27e; and run daily scripts only every second day, since sometimes a run takes nearly 24 hours, thus making sure that only one instance is running at a time.
