Update the Slovak dictionary patch from the upstream

This updated patch folds several related changes; the original one didn’t update rule/word counters, so it wasn’t strictly adhering to the format.

This change has been tested in the Debian aspell-sk package, which has been changed to build from hunspell-sk.
