systemd: Only ever restart libvirtd on upgrade

Restarting libvirt-guests.service would result in VMs being
either restarted or stopped, and restarting virtlogd.service
or any of the sockets might result in VMs crashing.

libvirtd, on the other hand, is safe to restart.
