Simplify and improve watch file

More specifically:

  * update to version 4;
  * split URL and pattern into separate lines;
  * use pgpmode=auto instead of having an explicit
    pgpsigurlmangle rule;
  * simplify uversionmangle rule by making parts of the
    pattern non capturing, thus eliminating the need to
    clean up stray dots after the fact.
