patches: Add forward/meson-Fix-XDR-check-for-GNU-Hurd.patch

Now that we've made all necessary preparations on the
Debian packaging side, this trivial change to the upstream
build system is all that's needed to successfully build a
minimal, client-only libvirt package on GNU/Hurd.
