Add native Debian packaging

There is only one lintian error, that I don't get with sbuild, when I run lintian manually. I am not sure what to do about it:

E: lintian-ssg: statically-linked-binary [usr/bin/lintian-ssg]

And also, should I create an ITP for this package?
