Fix false-positive for missing-prerequisite-for-pyproject-backend when the backend is specified as a Build-Depends-Indep

I've retooled the python-wrong-poetry test to test for this false-positive. The tag should not be emitted since the test now declares the right prerequisites in Build-Depends and Build-Depends-Indep.
