      Fix command suggestions in tag descriptions for menus to avoid triggering tag for full path names in maintainer scripts. (MR: !150)
      
      Adjusts several suggested fixes in tag descriptions to avoid the tag
      command-with-path-in-maintainer-script. This was originally attempted
      in commit 3912076e, but it caused a stray angle bracket error which
      is also fixed here by using the HTML sequence > instead.

      Update recommendation in an update-menus long description that will not trigger a check for full path names in maintainer scripts. (MR: !149)
      
      The tag maintainer-script-does-not-check-for-existence-of-updatemenus
      recommends a solution which triggers
      command-with-path-in-maintainer-script. That tag then recommends a
      better solution. This change applies the recommendation from the latter tag
      description to the text for the former as a convenience for users.
      
      The issue is visible in the test menus::executable-menu-file, which
      will be adjusted in the future.

      Created bin-pkg-control to extract control.tar from the deb and
      create the control/ directory plus the control-index.  Also created
      fields, which generates the fields/ directory.  Note currently
      fields skips source packages entirely, since the unpack script for
      source packages has not been updated yet.

      HTML and pdf files are usually documentation and should therefore be
      registered in doc-base.
      
      The check emits the tag only if no doc-base registration file is
      provided in the package (instead of trying to look for them there) to
      reduce the number of false positives. The theory behind this is that if
      the maintainer is already shipping a doc-base registration file she
      knows what she is doing.

      The 'menus' check required an unpack level of two only to read some,
      rare, small files while the menu-files collection script was already
      collecting the other small files required for that check. By collecting
      these files as well, the unpack level of 'menus' drops to '1'.

         of a known section.  The doc-base documentation seems to suggest that
         this is o.k.  (Closes: #495836)
