Bring Ubuntu Fixes/Changes to Debian

hi, this is a continuation of !5 (closed) since @rafaeldtinoco won't work on it anymore. So this was already discussed in !5 (closed) and asked for a refresh which I've done here. Surely not pre-Freeze material, but if we can sourt out and merge what you'd like that would be great.

Compared to the last MR this has:

  • Rebased to current master
  • Since the last refresh 4a464d94 "d/rules, d/open-iscsi.finalrd, d/control: ship the finalrd iscsi logout hook" got a fix which I've folded into this commit.
  • Dropped e961ba49 "debian/control, debian/rules: Fix libopeniscsiusr binary package name" since 47645a55 "Make open-iscsi-udeb compatible with d-i" in 2.1.3-3 made it no more needed
  • I Squashed aed85b06 "debian/rules: Fix deprecated warning for dh_installinit" into the commit that added the code which is 045b3503 "Make iscsid socket-activated to only activate it as needed"
  • dropped the changelog commit as you'd be picking those up via gbp
  • bump to upstreams bug fix release 2.1.4
    • drop patches that are in 2.1.4
  • I rechecked if 2.1.4 still needs the gcc fixes (it does)
