Remove workaround for ipconfig issues
If a system has more than a few interfaces, the enforced delay for each interface can lead to excruciatingly long boot times. Even with one interface, there is always a 15s penalty. The appropriate fix for issues with ipconfig (and/or klibc) isn't here.
Thanks! I guess you never encountered the ipconfig problem that this was supposed to work-around? Have you been able to find out more information about this supposed problem?

We have done some testing with this patch but our dhcp configurations are relatively boring. Just a dhcpd on the same subnet as the client. The original commit that added this was never clear on what the problem was or what configuration showed this problem. If we hit this issue, we should report to the ipconfig/klibc team since they seem to still be under development. We currently use this in a cloud-init setup and the 15s delay per instance startup is annoying.
