Update the polkit configuration to polkitd (Closes: #1037295)

Tested with a KDE live image (on sid). Running 'install-debian' and 'kparted' does not show a prompt any more.

To benefit the live images that are generated for Bookworm, this needs to be backported to Bookworm.
