Implement comprehensive Salsa CI for projects under lts-team/packages

Review projects in lts-team/packages which have had activity during 2024-2025 for working (and passing) CI configurations; create issues for each project with a missing or non-passing CI configuration.

Note that projects affected by #76 (i.e., being integrated/migrated into maintainer or team repos) should be skipped over.
