Write a comprehensive front-desk SOP

The objective of this issue is to write a comprehensive SOP (standard operating procedure) as a reference for contributors fulfilling front desk duties. As with #95 , effort should be taken to locate existing documentation, to migrate scattered bits into a canonical consolidated location, and to provide links to external specialty documents. In particular, CVE triage procedures will be documented separately, as specified in #96 .
