Rebuilding statically-compiled C binaries in bullseye

@beuc noted in dla-needed.txt, for an entry now removed, that we should check whether we need to rebuild statically-compiled C binaries (setuid and non-setuid) in bullseye, as was done in bookworm 12.11. This is due to glibc having received a couple of DLAs.

I think we need to know what tooling the release team has for this. I have written them mail.
