Prepare bookworm update of syslog-ng

Some time ago DLA-4182-1 was published for syslog-ng to correct CVE-2024-47619. However, this CVE remains uncorrected in bookworm. The CVE has been triaged <no-dsa> (Minor issue) by the security team. This issue is meant to track the need for a bookworm via proposed-updates.
