Totally redid all debian/experimental work

OK, this is my second attempt at updating libfm-qt, this time erring on the side of being overly verbose rather than overly quiet. All the changes should be identical (except for I got rid of the Breaks/Replaces on the non-existent libfm-qt9, and turned it into a Breaks/Replaces against libfm-qt8), but the changelog and Git commit history should be much easier to follow.

I have no idea what to put in the Assignee, Reviewer, Milestone, and Labels options, so I've left them at their defaults.
