Reduce Build-Depends (Closes: #979606)

Otto Kekäläinen requested to merge bugfix/979606-build-deps into master
  • chrpath is not used at all
  • cracklib-runtime is only used for testing
  • apparmor is disabled, thus dh-apparmor is unused
  • gdb is only used for testing
  • libarchive-dev is only used in ds_archive.cc, which is not built
