MariaDB 1:11.8.1-3 upload to Debian with multiple bug fixes

Otto Kekäläinen requested to merge otto/mariadb-server:dev/11.8.1-2 into debian/latest

This Merge Request contains the Debian-only revision of MariaDB.

The reviewer does not need to be a Debian packaging nor a MariaDB expert. All eyeballs on this help improve the quality and decrease the chances of regressions.
