Prepare MariaDB Server 1:10.11.6-0+deb12u1 for upload to Debian Bookworm

Lintian error is known and due to https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1033894, not a regression in this package.

Note that before uploading 10.11.6 to Debian stable (Bookworm) we need to have it migrated from Debian unstable to testing. For that see status and current problems at https://tracker.debian.org/pkg/mariadb.
