Prepare MariaDB Server 10.11.7-1 for upload to Debian

  • 485eebc1: Update changelog and refresh patches after 10.11.7 import
  • ad6a1243: Update configuration tracing to match MariaDB 10.11.7

Commit e9905565 is the merge from upstream and thus has no 'new' commits for review.
