When SOURCE_DATE_EPOCH is defined software which needs a timestamp can use it
as a reference date instead of the current date and time. For more details,
see: https://wiki.debian.org/ReproducibleBuilds/TimestampsProposal

The variable is set alongside other build flags, and its value is the time
of the latest entry in `debian/changelog`.

Since dpkg-dev 1.18.2~, dpkg-gencontrol figures out the desired value
for the "Source" field for ddebs (and does so better than debhelper
did).

This should give a speed boost, as we avoid having to execute the
script, load and parse the architecture tables, and possibly
initialize the expensive architecture variables (if they are not
already present on the environment) on each check.

This should avoid quite costly calls to dpkg-architecture, when the
user has preinitialized them either through dpkg-buildpackage or
«dpkg-architecture -c debian/rules binary» for example.
