Ensure we check FALLBACK_FILE_EXTENSION_SUFFIX, otherwise we run pgpdump against all files that are recognised by file(1) as "data".

Mark some PGP tests that they require pgpdump. Thanks to Gianfranco Costamagna (locutusofborg). (Closes: #969753)

Option crosses too many abstraction layers

Use raw hex dump for has_same_content and handle invalid instructions in asm

Raw bytes were being hidden instead of offsets
