Remove all matching version on archive upload

Mentors should remove all matching version, regardless to the distribution, when a package gets uploaded to the archive or NEW.

Motivation:

• The same version shouldn't exist in multiple distributions (while we allow that on mentors to keep the upload history)
• The repository files will be removed anyway for the given version
